Amendement meerjarenplan

Op 23 januari 2019 heeft het EU PECHE Comité de voorlopige overeenkomst van 20 december 2018 goedgekeurd die voorziet in een amendement van het meerjarenplan voor de visbestanden in de westelijke wateren. Dit amendement voorziet o.a. in een vrijstelling van de recreatieve visserij inzake de aanlandingsplicht.

Letterlijk wordt onderstaande gesteld:

“The landing obligation referred to in Article 15(1) of Regulation (EU) No 1380/2013 shall not apply to recreational fishing, including in cases where the Council sets limits in accordance with Article 9a of this Regulation.”

Het amendement gaat zelfs verder en stelt in Artikel 9a dat sociale en economische criteria zullen meegenomen worden in de toekomstige regulering van de recreatieve zeevisserij. Dit houdt in dat het socio-economisch belang van de recreatieve zeevisserij wordt erkend door de Europese Commissie! Dit betekent een zeer grote stap voorwaarts voor de recreatieve zeevisserijgemeenschap. Het Belgisch dataverzamelingsprogramma wordt ondermeer door Europa aangegrepen als een goede-praktijk-voorbeeld, op deze wijze heeft elke logboekdeelnemer individueel bijgedragen tot deze ‘overwinning’.

Hieronder vindt u alvast een letterlijke bewoording van Artikel 9a(1-3):

1. When scientific advice indicates that recreational fishing is having a significant impact on the fishing mortality of a stock referred to in Article 1(1) of this Regulation, the Council may set non-discriminatory limits for recreational fishermen.

2. The Council shall refer to transparent and objective criteria, including those of an environmental, social and economic nature, when setting such limits. The criteria used may include, in particular, the impact of these fishing activities on the environment, the societal importance of this activity and its contribution to the economy in coastal areas.

3. Where appropriate, Member States shall take the necessary and proportionate measures for the monitoring and collection of data for a reliable estimation of the actual catch levels referred to in paragraph 1.
